Why does it say my Base64 holds a file?
The decoded bytes aren't text, so it is likely a picture, a PDF or another file. Switch to File and decode it there to see what it is and download it.
Does it read URL-safe Base64?
Yes. Base64 with - and _ in place of + and /, and with the = padding left off, as in JSON web tokens, decodes the same way.
Is Base64 decode free?
